How does a felon get voting rights restored?

Visit the website for the Florida Commission on Offender Review to obtain rules, procedures, and forms. The site also includes information on how to apply for restoration of rights, search for rights grants, and contact staff at the commission.

Restoration of Civil Rights Process and Voting

It is up to the individual to know whether they are eligible to register to vote under Constitutional Amendment 4.

For those offenders covered by the amendment, only the right to vote, not the right to sit on a jury or the right to hold public office, is contemplated by the amendment. Restoration of the right to sit on a jury and to hold public office can only be obtained through application to the Board of Executive Clemency.

As to those offenders not covered by the amendment, namely those convicted of murder or a felony sexual offense or those who have not completed all terms of their sentence, the restoration of the right to vote, to sit on a jury, and to hold public office can only be obtained through application to the Board of Executive Clemency.

I received a letter from the Lee County Supervisor of Election about possible removal from the voter registration rolls.

If you received a letter from our office informing you of potential removal from the voter registration rolls and have questions, please call us at (239) LEE-VOTE (533-8683) and ask to speak to the Director of Voter Registration. The Director of Voter Registration will assist you with questions related to the mailing.

What if I was removed from the voter registration rolls because of a felony conviction?

It is up to you to know whether you are eligible to register to vote under Constitutional Amendment 4. If you are qualified to register to vote under the amendment, you must submit your voter registration application at least 29 days before an election to be able to participate in that election.

I was convicted of a misdemeanor. Can I register to vote?

A misdemeanor conviction does not make you ineligible to vote. There are specific eligibility requirements a person must meet to register to vote in Florida.  


If I register to vote, will the Lee County Supervisor of Elections accept my voter registration application?

We will accept and process your application as is standard with voter registration applications submitted to our office. It is up to you to know whether you are eligible to register to vote under Constitutional Amendment 4 and you must make sure that the information you provide on your application is correct.

Requesting an Advisory Opinion

A person who is unsure about fines, fees, costs, restitution, and voting rights, under Constitutional Amendment 4, may request an advisory opinion, from the Florida Division of Elections.
